BJP Submits Memorandum to Bihar Governor, Expressing Concerns Against Nitish Government

The Bharatiya Janata Party (BJP) has alleged that the government led by Chief Minister Nitish Kumar in Bihar is deliberately obstructing the state’s progress for political motives, thereby fostering an environment of disorder and disregarding lawfulness.

On Sunday, a delegation from the Bharatiya Janata Party (BJP) met with Bihar governor Rajendra Vishwanath Arlekar at the Raj Bhawan to deliver a memorandum. They alleged that the government led by Chief Minister Nitish Kumar has intentionally hindered the progress of the state due to political motivations and has contributed to an environment of disorder.

Led by Samrat Choudhary, President of the state’s political party, and Vijay Kumar Sinha, Leader of the Opposition, the delegation has put forth a claim stating that over the course of the past year, there has been a significant decline in the state’s progress. This decline is seen as undermining the advancements made during the tenure of the NDA government.

The delegation further criticized the Nitish government for its persistent lack of resolution regarding Bihar’s second All India Institute of Medical Sciences (AIIMS) in Darbhanga, attributing it to his contradictory political maneuvers.

The allocation of 1,264 crore for the establishment of a 750-bed Darbhanga AIIMS in the 2015-16 Budget was endorsed by the Central government. However, due to delays caused by the indecisiveness of the Nitish government, this initiative has been hindered. The initial proposal for AIIMS came from the Nitish government after receiving approval from the Bihar Cabinet for its implementation on a 200-acre plot within the premises of Darbhanga Medical College and Hospital (DMCH). Although subsequent approval was received from the Centre and land filling operations commenced, there were subsequent reversals in plans when Nitish Kumar joined forces with Grand Alliance (GA), as stated in our memorandum.

Choudhary asserted that in an attempt to hinder the progress of Mithilanchal, which would experience significant advancements following the establishment of AIIMS as promised by the Narendra Modi administration, Nitish Kumar subsequently declared its placement at Ashok Paper Mills and subsequently relocated it to a location along the Bagmati river that is characterized by a 30-foot trench.

What is the reasoning behind the repeated relocation of the AIIMS site following the commencement of initial work? This demonstrates the intention of those in power. Furthermore, it should be noted that a director for Darbhanga AIIMS was appointed by the government as early as June last year, which signifies their level of commitment. The appointment of a director is typically seen as a pivotal milestone for any significant institution. However, in August, after Nitish Kumar transitioned to GA, his perspective appeared to change and he actively began introducing obstacles. It is widely known that land filling on such a large scale can be time-consuming, and subsequent construction would naturally require additional time before commencing. Nevertheless, members of GA are misleading citizens and intentionally impeding progress in development endeavors.

The memorandum also contended that there is a growing prevalence of lawlessness and lack of administration in the state. It asserts that the state is on the verge of experiencing another period characterized by chaotic, lawless behavior – commonly known as jungle Raj. This claim is substantiated by the statement made by Patna SP, which reported 30 murders occurring in the state capital itself. Such alarming circumstances within the very heart of governance raise concerns about how dire conditions must be in other regions across Bihar.

Moreover, despite repeated instances of communal tensions erupting in Laimur, Sasaram, Biharsharief, Darbhanga and Bhagalpur; it appears that governmental actions are hindered due to a policy centered around appeasement. Consequently, an atmosphere plagued with fear and insecurity has entrenched itself amongst the populace. Utilizing their democratic rights to protest, individuals from various strata such as youth, students, farmers and workers are met with unwarranted lathicharge (baton charge) and brutality.

The memorandum expressed the urgent need for the governor to take decisive measures in addressing the prevailing issues. It highlighted a rising discontent among citizens as a result of the government’s failure to fulfill its commitment of creating 10 lakh job opportunities. Additionally, it emphasized the importance of prosecuting those responsible for corruption related to the failure of the Sultanganj bridge project, which incurred losses amounting to 1700 crore rupees. Moreover, it brought attention to another significant concern regarding an interconnected network comprising illicit alcohol distribution, illegal land acquisition, and unauthorized mining activities that has contributed to administrative shortcomings and an alarming increase in criminal activities. The memorandum recommended initiating separate judicial inquiries into each of these matters.

A communication issued by the Raj Bhawan stated that a delegation comprising of 50 members from the Bharatiya Janata Party (BJP) held a meeting with the governor and presented a memorandum showcasing their endorsement of several demands. Notably, no immediate response was received from the leaders associated with the Grand Alliance (GA).
